Qualifications

 

Ms. Blythe A. Barbo recently started her own company, Blue Heron Business Services, a sole proprietorship that provides expertise in market assessments, trend analysis, business and marketing strategy development, proposal and grant writing, technical editing, and document production.  Much of Ms. Barbo’s experience was acquired through the Pacific Northwest National Laboratory, Battelle Marine Sciences Laboratory, for which she served 14 years (1991‑2005).  In her role as Marketing Information Specialist, Ms. Barbo’s duties emphasized business intelligence, market and business trend analysis, strategy development, communications, information management, technical editing, proposal coordination, and public relations.   

 

Ms. Barbo completed her Master’s thesis in 2002, for which she developed a tool to aid business planning.  Whereas most strategies develop goals in support of mission and vision statements, her approach focuses on factors that influence the success or failure of actually getting the strategy off the planning pages.  The resulting conceptual model incorporates the customer’s definition of value, market dynamics, flexibility, knowledge management systems, and necessary supporting resources and partnerships. 

 

Since starting Blue Heron Business Services, Ms. Barbo has continued providing editorial services for the Battelle Marine Sciences Laboratory and other environmental businesses.  She has also been involved in several community outreach projects.  Ms. Barbo served on the Board for the Sequim Open Aire Market in 2006 and as unofficial scribe and board member of the Olympic Peninsula Food Enterprise group, which endeavors to establish a community kitchen in the Sequim region.  She was hired as Development Director for Friends of the Fields, a nonprofit organization dedicated to saving farmland in Clallam County, to assist and coordinate efforts in strategic planning, marketing and communications, fundraising, and grant writing.

Strategy Development

Strategy development begins with identifying goals.  A strategy must be specifically tailored to the organization in determining how to best meet those goals.  A business that concentrates on sales of products or services will have a radically different strategy from a nonprofit organization that is focused on public awareness and fundraising.  Ms. Barbo has experience with both types of organizations. 

 

In the corporate realm, Ms. Barbo has contributed to business strategy development that emphasizes

Financial Trends Analysis

 

Ms. Barbo has experience in analyzing business development and overhead financial data, and summarizing said data in monthly, quarterly, and yearly reports.  Analyses have included statistics and trends in sales, business volume, proposal efforts, operational costs, and recovery rates.  Reports included key accomplishments, market sector and program emphasis, backlog, return on investments, and progress toward projected goals.  She used these data to analyze short- and long-term trends, influencing market factors, and areas of growth and development. 

 

Marketing

Ms. Barbo has 14 years experience in developing presentation materials, statements of capabilities, marketing brochures, posters and display materials, correspondence, and articles for media release. As public liaison at the Marine Sciences Laboratory, she responded to requests for information on the facility, capabilities, research programs, and employment opportunities.  She routinely gave tours to clients, educational groups, and other citizens, and participated in a number of public outreach activities.

 

Proposals

At the Marine Sciences Laboratory, Ms. Barbo helped coordinate or contributed to over 25 proposals per year to a variety of clients, including state and federal agencies (e.g., the U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, Washington State Department of Transportation, National Oceanic and Atmospheric Administration, National Science Foundation, U.S. Department of Energy), municipalities, industrial clients, and internal funding sources.  Proposal efforts included

·    evaluation of business and competitive intelligence; participation in bid/no-bid decisions

·    identification of potential partnerships; coordination of effort with partners

·    identification of strategic elements of project; development of themes; strict adherence to requirements of the proposal request

·    identification of and clear response to client needs

·    development and succinct communication of the approach; emphasis of competitive advantage

·    compilation and targeting of supporting information; focus on proposal readiness to reduce stress

·    formatting, layout, and use of graphics to emphasize strengths and key points

·    coordination of production to meet red-team review deadlines.

 

Technical Writing and Editing

Ms. Barbo specializes in technical communications, particularly in the communication of complex, scientific material to a variety of audiences.  Editing has covered diverse scientific disciplines, including chemistry, ecotoxicology, marine ecology, fisheries, and oceanography.   Ms. Barbo also frequently writes articles for public media, develops proposals, produces marketing aids (flyers and brochures), posters, and presentation materials, and participates in all phases of document production.

Because the final product of any project is representative of the attention to detail throughout the program, Ms. Barbo places a strong emphasis on clarity, organization, correctness of grammar and punctuation, and consistency of style, ensuring that the document meets the needs of the client.  Ms. Barbo routinely edits and formats documents for private industry and various federal, state, and regional agencies, such as the U.S. Department of Energy, the U.S. Environmental Protection Agency, the U.S. Army Corps of Engineers, the U.S. Navy, and the Washington State Department of Transportation.
